Abstract

The Chartered Professional Engineers Act and associated rules is now more than 20 years old. Successive Governments have looked to and consulted on amending/strengthening these rules since the Christchurch Earthquakes, but none have completed this work. Structural engineering standards and the collapse of the CTV building during the Christchurch Earthquakes was a primary driver for looking at the way engineers are regulated.

Engineering New Zealand is both the professional home for professional engineering and is contracted by the Government to act as the Regulator. To separate membership functions and governance and the role of Regulator, the Engineering New Zealand board set up a separate CPEng Board in 2021. Once it became clear that changes to the CPEng Act was not a high priority to the current coalition government Engineering New Zealand with encouragement of the CPEng Board started a programme of improvement to the CPEng system. Broadly speaking these improvements were in applying the current legislation better and looking at what rule changes/improvements that could be made without requiring the full parliamentary process ie changing the Rules (regulation) rather than the Act (Legislation).

This presentation will talk about the need for both technical and professional standards, cover the journey to date and talk about the proposals for change released for member consultation 11 October 2024. Importantly the principals behind the proposed changes will be discussed, how SESOC has been leading the charge through initiatives and time for questions.

Biography

Paul Campbell is the National Technical Leader, Building Structures for WSP. He is a proud structural engineer, past President of SESOC, past Chair of the Auckland Structural Group and member of the CPEng Board. Paul is passionate about promoting great structural engineering and enhancing the reputation of engineering as a profession.

Jodi Caughley is the General Manger Strategy at Engineering New Zealand. With a background in policy, Jodie is helping navigate the desires of the engineering profession, industry and regulator into rules that can be implemented into our regulatory environment.
